Is Fallout 4 Coming to Xbox 360 & PS3, Or Does Bethesda Have a Second RPG at E3?

I want Fallout 4 to shine on PC, XBOX One and PS4, rather than be held ... that the inclusion of the PS3 and Xbox 360 was there from the beginning.
